The Environment Agency of Iceland (EAI) has now issued free allowances for 2013 and 2014 to all five operators that fall under the Emissions Trading System (EU ETS) and applied for free allowances. The total allocation for these five operators was 1.462.844 allowances for 2013 and 1.437.438 for 2014.

The EAI will issue allowances to operators of stationary installations by 28 February of each year allowances that aret o be allocated that year.
According to Act no. 70/2012 on Climate Change, EAI allocates allowances free of charge to operators of stationary installations that fall under the EU ETS. The allocation covers the trading period 2013-2020 and is based on historical emissions and benchmarks set out in Regulation no. 73/2013, with later amendments, by the Minister for the Environment and Natural Resources.
